your description, is bleed it per instructions. It's something you can do at home and the cost is zero. Sure, the broken fork (make sure you see all "bad/broken" removed parts!) and bad Master cylinder could cause the symptoms you describe, but now that you've had them take it apart, you're at their mercy. Nothing in your description says the clutch/flywheel need replacing, but maybe they are worn enough that the shop feels they should replace while it's apart, or maybe they just want more money. ..... First, I'd educate myself on what makes a clutch/flywheel need replacing, then I'd go to the shop and look things over before authorizing the work. Next thought is: you may be able to, or want to, replace with better aftermarket parts rather than oem. I could be wrong on this one, but I'll say it anyway: you could buy a used fork, (on this site for example), because they usually last as long as the car.
